To help private enterprises navigate international markets and improve compliance, the seminar “Establishing and Improving the Modern Enterprise System: Empowering Private Enterprises for Outbound Compliance” (Session 2) was held at the Guangzhou Private Science and Technology Park in Baiyun District. The event was guided by the Guangzhou Federation of Industry and Commerce and the Guangzhou Labor and Personnel Dispute Arbitration Institute, and co-hosted by the Guangzhou Private Enterprise Complaint Center, the Administrative Committee of Guangzhou Private Science and Technology Park, the Guangzhou Intellectual Property Protection Center, and the Baiyun District Federation of Industry and Commerce.
Ms. Wang Huixia, Senior Partner of Beijing Longan (Guangzhou) Law Firm and Deputy Director and Secretary-General of the Longan Bay Area ASEAN Law Research Center, was invited to speak. Drawing on her practical experience in cross-border investment and international compliance, Ms. Wang delivered a detailed presentation addressing key challenges for companies expanding overseas.

Ms. Wang’s presentation was titled “The First Step of Going Global: A Guide to Filing, Corporate Structuring, and Target Country Policies.” Using her experience in foreign-related legal services, she analyzed the registration processes for outbound investment, the design of overseas corporate structures, and strategies for researching target country regulations.

Ms. Wang explained that outbound investment filing is the first hurdle for companies going global. Many businesses experience delays due to unfamiliarity with filing procedures and documentation requirements. She highlighted that a well-designed overseas corporate structure not only optimizes business layout but also mitigates potential risks in cross-border taxation and foreign exchange management. Furthermore, gaining a deep understanding of the target country’s industrial policies, foreign investment entry rules, and employment laws is essential for avoiding regulatory pitfalls. Through case reviews, she outlined common mistakes made by enterprises during the initial stages of overseas expansion and provided practical, actionable guidance.
During the Q&A session, corporate representatives raised questions regarding cross-border capital compliance, methods for obtaining local policy details, preparatory steps, and risk prevention. Ms. Wang answered each inquiry based on specific industry profiles and business scenarios, offering practical operational advice and risk mitigation options.
Towards the end of the meeting, Hu Jiping, Grade III Researcher of the Guangzhou Private Enterprise Complaint Center, stated that the Municipal Federation of Industry and Commerce continues to support outbound enterprises through practical programs to help them expand in global markets. Feng Fei, Team Leader of the Enterprise Service Department of the Administrative Committee of Guangzhou Private Science and Technology Park, shared the current overseas operational status of local enterprises within the park and discussed actual challenges related to employment practices.
