In order to thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, and to further improve the legal business environment through legal supervision, and to support the high-quality economic development of Guangzhou, the Guangzhou Justice Bureau and the Guangzhou Federation of Industry and Commerce jointly organized a special event titled “Optimizing the Business Environment, Supporting Enterprise Development” at the Guangzhou Legal Building on November 20.

Wei Guohua, Deputy Director of the United Front Work Department of the Municipal Party Committee and Secretary of the Party Group of the Federation of Industry and Commerce, and Zeng Chunqing, Full-time Vice Chairman of the Federation of Industry and Commerce, attended the event. Zuo Biao, a member of the Party Committee of the Guangzhou Justice Bureau and Deputy Director, presided over the symposium. Lawyers, representatives of enterprises and business associations, as well as officials and key personnel from relevant departments of the Guangzhou Justice Bureau and the Federation of Industry and Commerce, totaling 30 people, participated in the event. Lawyer Hao Hao, a senior partner at Longan Guangzhou, Deputy Director of the Longan Bay Law, Finance and Taxation Integration Research Center, and an expert in the innovative think tank of the Guangzhou Taxpayer Association, attended the event and delivered a special speech.

During the event, participants observed the legal consultation, compliance guidance, and dispute mediation services provided by the Guangzhou Legal Building, the Guangzhou Bay Central Legal Service Center, and the Baiyun District Enterprise Compliance Health Check Center. They learned more about the measures and achievements of Guangzhou in optimizing the legal business environment and enhancing legal services for enterprises.

In the subsequent discussion, representatives of enterprises, business associations, lawyers, and experts and scholars exchanged their views and suggestions on how to accurately meet the needs of enterprises and provide them with more professional and comprehensive legal support. Relevant officials from the Guangzhou Justice Bureau and the Federation of Industry and Commerce discussed these opinions and suggestions in light of current policy guidelines and actual work conditions. Secretary Wei Guohua introduced the specific measures and achievements of the Federation of Industry and Commerce in strengthening government-enterprise communication, establishing platforms to protect enterprises, safeguarding legal rights, and promoting compliance. He also put forward specific requirements and measures for ensuring legal support for enterprise and local economic development.

At the discussion, Lawyer Hao Hao delivered a special speech on the compliance risks related to criminal justice in tax-related matters. Lawyer Hao pointed out that “offshore fishing” and “law enforcement for profit” have attracted public attention. Enterprises involved in these issues are in a period of reflection and improvement. Additionally, due to the unique administrative-criminal enforcement structure and highly open jurisdiction in tax cases, enterprises and entrepreneurs lack sufficient awareness and capacity for tax compliance. This poses new challenges for ensuring legal support for enterprise and local economic development in the current situation. Lawyer Hao Hao offered suggestions on further improving the business environment in Guangzhou, enhancing coordination between tax and criminal departments, and strengthening tax compliance education for enterprises and entrepreneurs.

In this special event on “Optimizing the Business Environment, Supporting Enterprise Development,” Lawyer Hao Hao not only spoke as a representative but also provided valuable legal support and advice for optimizing the business environment in Guangzhou due to his professional skills and extensive experience. In the future, Longan Guangzhou will further enhance legal services, promote government-enterprise communication, and support compliance efforts, and actively participate in the construction of a legal business environment.
