Recently, the 2023 Guangzhou Law Society “Rural Agriculture and Rural Livelihood Law Research Conference” and Academic Symposium, organized by the Guangzhou Law Society’s Rural Agriculture and Rural Livelihood Law Research Group and hosted by the Law School of Guangzhou Business College, was held at Guangzhou Business College. Lawyer Chen Gonghui from Longan Guangzhou was invited to participate in this research conference and academic symposium. Before the meeting, he wrote a professional article on the criminal issues of village grassroots cadres, and during the conference, he engaged in in-depth discussions and exchanges on topics such as rural legal system construction. After evaluation by the participants, the article “Research on the Criminal Issues of the Three Key Positions in the Village and Countermeasures for Risk Prevention” (you can click to view the original text) written by Lawyer Chen Gonghui was rated as an excellent paper and included in the 2023 “Legal Forum” paper collection.

Under the strategy of rural revitalization and the overall direction of extending village-level policies, Lawyer Chen Gonghui offered suggestions regarding the “three key positions in the village,” namely the secretary of the village Party branch, the director of the village committee, and the village accountant, who are responsible for managing village affairs. He believes that with the focus shifted to lower levels and supervision intensified, these “three key positions” should develop a legal mindset and be vigilant against legal risks, especially criminal risks.
Before analyzing in detail the causes of criminal offenses by these “three key positions,” Lawyer Chen Gonghui compiled data on criminal offenses related to these positions in Alpha. He identified the common crimes committed by these positions and analyzed the phenomena and causes of criminal offenses by village cadres in terms of their elections, activities, and nature. In response to the current situation, Lawyer Chen Gonghui proposed five suggestions. Based on cases of village cadres involved in criminal offenses, he concluded the prevention of risks: do not use power beyond the prescribed limits, do not greed for money beyond what is acceptable, do not engage in petty wrongdoings beyond the necessary limits, and do not develop unhealthy habits beyond what is healthy.
Lawyer Chen Gonghui’s paper presentation received enthusiastic responses from the participants. After research and discussion by the participants, his paper was rated as an excellent paper, and he won the third prize. It was also included in the “Rural Revitalization on the Way – Guangzhou Law Society Rural Agriculture and Rural Livelihood Law Research Conference 2023 Paper Collection.” It has now been published alongside the conference materials.
In the future, Longan Guangzhou will continue to improve its professional capabilities in rural legal system construction, providing customers with more professional, efficient, and high-quality services. At the same time, Longan Guangzhou will participate more actively in rural revitalization efforts, contributing to the development of digital and legal rural areas.
