On December 23, a specialized seminar on legal service products titled “Standardization of the Legalized Business Environment in Districts and Counties” was successfully held in Longan Guangzhou. The event was jointly organized by the Enterprise Compliance Professional Committee of the Guangzhou Lawyers Association, the Guangzhou Law and Business Environment Research Institute, and Beijing Longan (Guangzhou) Law Firm. This event focused on the standardization approach to the legalized business environment at the district and county level, and explored innovation in legal service products as well as the collaboration model between the research institute and law firms.

The event was chaired by Lawyer Ye Peng, the deputy director of the Enterprise Compliance Professional Committee of the Guangzhou Lawyers Association, the secretary of the General Party Branch of Beijing Longan (Guangzhou) Law Firm, and a senior partner. Lawyer Ye Peng welcomed the guests present, stating that the business environment is a “soft power” for regional development, and legalization is the core support for this “soft power”. The purpose of this event was to discuss the standards for building a legalized business environment at the district and county level, focus on the implementation of legal service products, and explore the business cooperation model between the research institute and law firms.

At the event, President Chen Keyu of the Guangzhou Law and Business Environment Research Institute served as the keynote speaker. President Chen Keyu introduced the legal service products developed by the institute specifically for district and county governments. The core of these products is a standardized closed-loop process that includes “evaluation, identification, implementation, setting of paths and goals, evaluation, and verification”. This process aims to help district and county governments identify their weaknesses, set goals, promote reforms, and assess their effectiveness. The ultimate goal is to improve efficiency, transparency, and convenience, and reduce institutional transaction costs.

Behind these products is the solid theoretical foundation provided by the institute as the first professional think tank in the legal service industry in China – the “Legalized Business Environment Evaluation Index System” developed by the institute itself. This system covers 6 first-level indicators, 31 second-level indicators, and 163 third-level indicators, covering the entire business process from institutional provision to public legal services. Through the continuous publication of the “Guangzhou Legalized Business Environment Research” white paper by the institute, a virtuous cycle of “theory guiding practice, and practice feeding back into theory” is established. Currently, this product has been successfully piloted in Huadu District, Guangzhou, in June 2025.

As one of the joint organizers and hosts of this event, Longan Guangzhou actively created a professional exchange platform, promoting the integration of law firm capabilities and the needs for public legal services. This event not only demonstrated Longan Guangzhou’s professional influence in the fields of enterprise compliance and business environment construction, but also showed its commitment to participating in industry development and supporting local legal development.
