In September 2026, Beijing Longan (Guangzhou) Law Firm announced that it has added two lawyers: Liang Xujing, who concentrates on the defense of smuggling cases, joined as a senior partner, and Zhu Yuanpeng, whose practice covers criminal defense, dispute resolution and labor law, joined as a partner. The firm said the two appointments will strengthen its integrated ability to handle major and complex matters, build compliance systems and resolve disputes, so that clients can be served with more precise and efficient legal solutions.

Liang Xujing, Senior Partner

Focused on smuggling-crime defense, with extensive publications

Liang Xujing is a senior partner at Beijing Longan (Guangzhou) Law Firm. A graduate of Sun Yat-sen University, he has for many years concentrated on the defense of smuggling cases and takes on smuggling matters only. He is a member of the 11th Smuggling Crime Criminal Law Professional Committee of the Guangzhou Lawyers Association.

He is familiar with the defense of a wide range of smuggling models, including under-declaration, concealment, carriage by “parallel traders” (shuishui), direct mail, transshipment, cross-border e-commerce, processing-trade handbooks and bonded-zone-related schemes. Since he began practice he has handled more than 100 smuggling defense cases of various types in different regions, a considerable number of which have had nationwide significance.

Liang approaches cases from the logic of duty computation, the chain of evidence, the constituent elements of the charge and sentencing circumstances, and emphasizes defense work in advance, at the investigation and review-for-prosecution stages. In a number of smuggling cases he has achieved results such as reducing the assessed evaded tax, changing the finding on principal and accessory status, establishing key sentencing circumstances and altering the characterization of the charge, leading to substantially lower sentences.

Among his representative cases, in a special smuggling case he acted for the principal offender and, by changing the charge, succeeded in excluding more than 20 million yuan in evaded tax and moved the second-instance judgment from 15 years’ imprisonment to six years. In the “Dumbo” Hermès customs-evasion smuggling case, the under-declaration foreign-liquor case involving five Guangdong cities, the cross-border e-commerce false-declaration and under-declaration cases in a special enforcement campaign, a red diesel smuggling case in Guangdong and piano smuggling cases in four locations in East China, he obtained favorable results through strategies such as reducing the tax amount, securing a finding of accessory status, establishing entity crime and excluding part of the charges.

Liang also gives equal weight to theory and practice. He has written more than 300,000 characters on criminal law and has published more than 100 professional articles on platforms including Fazhiwang (法制网), the Peking University Legal Information Network, China Lawyers Network and Guangdong Lawyers magazine, systematically reviewing the theory and practice of smuggling defense. He has also been invited several times to speak on smuggling defense at well-known enterprises and institutions, forming a distinctive professional profile.

Zhu Yuanpeng, Partner

Criminal defense and dispute resolution

Zhu Yuanpeng is a partner at Beijing Longan (Guangzhou) Law Firm. He holds a bachelor of laws degree from Guangdong University of Finance and Economics and is a member of the Culture, Sports and Welfare Working Committee of the Guangzhou Lawyers Association. His practice areas cover criminal work, dispute resolution and labor law. With combined experience in criminal defense and civil and commercial litigation, he works from the chain of evidence and the constituent elements of charges, identifies the key issues in dispute and the sentencing circumstances, and seeks to resolve disputes at the investigation and review-for-prosecution stages. He has handled more than 100 criminal and civil and commercial cases, several of which resulted in release on bail pending trial, non-prosecution, or a changed or reduced sentence, and he serves as permanent legal counsel to a number of government agencies and state-owned enterprises.

In the case of Miao (name withheld) involving bribery and false litigation, Zhu joined at the second-instance stage and argued issues including the status of the actor, the source of the bribe funds and the attribution of illegal benefits; after the case was remanded for retrial, the sentence was changed from five years and eight months to three years. In a case in which a medical company was suspected of smuggling ordinary goods, his analysis excluded nearly 70,000 yuan from the assessed evaded tax, bringing the final figure to less than 400,000 yuan, and a decision not to prosecute was obtained at the public prosecution stage. In several other cases, including the theft case involving Jiang (name withheld) and the case involving Li (name withheld) for gathering a crowd to disturb social order, careful defense also produced favorable results such as relative non-prosecution and withdrawal of the case during investigation.

On the Pitch: Football and the Energy of Longan

Away from the courtroom, both Liang Xujing and Zhu Yuanpeng are passionate footballers.

Liang Xujing has represented Yingke Law Firm in national football competitions and won the title with his team at the Yingke National 2024 Football Championship.

Zhu Yuanpeng has played football for 20 years and was captain of the Guangdong University of Finance and Economics team, leading it to two runner-up finishes in the Guangdong “Governor’s Cup” Youth Campus Football League (university group) and to runner-up in the football competition of the 10th Guangdong Province University Games. He is currently captain of the Guangzhou Dynamo football team and has won third place in the Guangzhou Haizhu division of the Guangdong League Cup, the 2021 Zhongteng B-League football championship, and honors including the football championship of the 8th Guangdong Lawyers Games, the team football championship of the 9th Guangdong-Hong Kong-Macao Lawyers Games and the championship of the 3rd National Lawyers Football Invitational for selected cities.

The tide rises in the Greater Bay Area, and those who row hardest go first. The successive arrivals of Liang Xujing and Zhu Yuanpeng are another marker of Longan Guangzhou’s continued effort to bring together professional talent and deepen its service capability. The two lawyers will keep refining their practice in their respective fields and, together with colleagues across the firm, craft every plan with care and answer every trust with sincerity, contributing to the rule of law and to client value.
