On October 9, at the invitation of the Office of the Standing Committee of the Guangzhou Municipal People’s Congress, Zhou Junwei, senior partner at Longan Guangzhou and deputy director of the Provincial Bar Association’s Bankruptcy and Liquidation Committee, and Zhang Shurui, lawyer at Longan Shenzhen and deputy director of the Provincial Bar Association’s Education and Legal Committee, visited the Guangdong Nansha Grassroots Legislative Contact Point of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress. They attended a symposium organized by the Legislative Affairs Commission of the Standing Committee of the National People’s Congress to seek opinions on the draft “Four Laws” (the Foreign Trade Law, the Enterprise Bankruptcy Law, the National Language and Writing Law, and the National Unity and Progress Law).
As deputy director of the Provincial Bar Association’s Bankruptcy and Liquidation Committee, Lawyer Zhou Junwei analyzed the “Draft Enterprise Bankruptcy Law” from the perspective of bankruptcy administrators’ practices and proposed 25 specific amendments. These suggestions are closely aligned with judicial practice needs and address the challenges and difficulties in law implementation, reflecting his professional expertise and forward-looking thinking in this field.
As deputy director of the Provincial Bar Association’s Education and Legal Committee, Lawyer Zhang Shurui delivered a keynote speech on the “Draft National Language and Writing Law” and proposed 10 specific amendments. His suggestions take into account the social effects and practical feasibility of law implementation, demonstrating his professional expertise in the field of education and law.
The professional suggestions of these two lawyers were highly recognized by the leaders present at the meeting, and they will be submitted to the Legislative Affairs Commission of the Standing Committee of the National People’s Congress for use as a reference in national legislation. Guangdong Nansha Grassroots Legislative Contact Point of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress
The Guangdong Nansha Grassroots Legislative Contact Point of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress was officially established on March 15, 2024. It is the second such contact point in Guangdong Province and the first in Guangzhou City. As of June 26, 2025, the contact point has completed the consultation process for 8 national law drafts such as the Maritime Law, 23 provincial local regulations drafts, and 19 municipal local regulation drafts. Over 1,800 opinions and suggestions have been collected, of which 68 have been adopted.
