Recently, Longan Guangzhou announced a new round of internal promotions: Li Boyang has been promoted to Senior Partner, while Li Dingbang and Liu Xiaoli have been promoted to Partners. With years of deep experience in artificial intelligence and data compliance, family wealth management and succession, and criminal defense and civil/commercial dispute resolution, the three lawyers are recognized for their professional expertise and strong track records. Senior Partner

Li Boyang

Li Boyang graduated from Guangdong University of Foreign Studies with a law degree specializing in intellectual property. He is the Director of the Longan Bay Area Artificial Intelligence Legal Research Center and has more than ten years of internet legal practice experience, focusing on artificial intelligence, internet, data compliance, intellectual property, and corporate legal affairs. He has provided legal services to clients including ChiNext-listed internet companies, companies ranked among the top 50 in overall internet strength nationwide, and a fast-fashion online retail unicorn.

Beyond legal services, Li Boyang has been introducing AI models, intelligent agents, legal knowledge bases, legal semantic retrieval, and electronic data processing technologies into legal practice. He focuses on compliance boundaries, data security, rights confirmation for generated content, model training data, algorithmic governance, and the digitalization of legal services.

Li Boyang combines internet business experience, legal practice capability, and technology product R&D skills. He analyzes legal issues from multiple dimensions, including product logic, business processes, data flows, and allocation of risks and liabilities, with particular attention to such questions as “Is the compliance requirement executable?”, “Can the technical solution be implemented?”, “Is the data controllable?”, and “Can the evidence be verified?”. He is committed to providing enterprises with solutions that balance legal security, business efficiency, and technological reality.

In the field of legal technology R&D, Li Boyang has delivered notable results. He is a co-author of The Legal Professional’s Guide to ChatGPT Applications, independently developed the Word/WPS AI plugin WordOllama, and continues to develop a range of legal tech products, including LawVault (a local legal research and RAG knowledge-base tool that can connect to large language models), Yicunxun (an intelligent evidence-collection assistant for organizing chat records, screen recordings, and electronic evidence), Privatrans (a local offline privacy translation tool), and legal semantic retrieval models. His work places special emphasis on protecting privacy and ensuring data controllability for sensitive case materials in locally deployed environments. In 2025, as team leader of the AI Law Research Studio (Guangzhou), he won the Second Prize in the First Guangdong Provincial Lawyers Industry AI Innovation Competition for “Huimin Zhifa: an AI-powered platform for generating element-based pleadings”. In the same year, he won the First Prize in the Longan National AI Legal Agent Competition.

Li Dingbang

Li Dingbang graduated from China University of Political Science and Law. His practice focuses on family/private wealth management and succession, addressing the core needs of entrepreneurs and high-net-worth individuals both at home and abroad. His specific areas include corporate governance, trusts, insurance, matrimonial and family matters, identity planning, tax compliance, financial guarantees, cross-border investment and financing, M&A, and foreign-related civil and commercial matters.

Li Dingbang also serves as a member of the Legislative Consultation Committee of the Standing Committee of the Seventh Hainan Provincial People’s Congress, a council member of the China Insurance Law Research Association, a council member of the Beijing Trust Law Association, a council member of the Guangdong Private Economy Rule-of-Law Research Association, an off-campus supervisor at the Law School of Guangdong University of Foreign Studies, an industry mentor at the School of Foreign Languages of South China Agricultural University, an off-campus supervisor at the School of Political Science and Law of Zhaoqing University, and an overseas investment advisor to the Jinhua Municipal Government of Zhejiang Province.

Since beginning his practice, Li Dingbang has provided legal services to many well-known institutions and enterprises, including China Life Insurance Guangdong Branch, Yuexiu Property, GAC Aion, GAC Toyota, China Automotive Information Technology (Tianjin) Co., Ltd., Guangdong Yuetrust Co., Ltd., Shanghai Trust, HSBC (Hong Kong), DBS Bank (Singapore), and Banque Internationale à Luxembourg. In academic research, he has published more than ten papers in journals such as the Xiamen University Law Review, Tsinghua Law Review, Insurance Theory and Practice, Guangdong Lawyers, and Guangdong Insurance, covering frontier issues including trusts, insurance, estate administration, valuation adjustment mechanism agreements, and tax law.

Outside work, Li Dingbang is the lead singer of the band Suspicion and deputy secretary-general of the Guangzhou Liwan District Popular Music Association. He specializes in songs by singers such as Li Jian, Liu Huan and Sun Nan, and is known for a repertoire that is both deeply moving and uplifting.

Liu Xiaoli

Liu Xiaoli holds a Chinese lawyer’s practicing license and the Senior Corporate Compliance Officer qualification. She focuses on criminal defense, civil and commercial dispute resolution, family and wealth succession, and enforcement and objection proceedings.

In criminal practice, Liu Xiaoli specializes in the defense of economic and duty-related crimes, and has repeatedly obtained charge amendments and significant sentence reductions. Representative cases include a suspected fundraising fraud matter in which her client, a person surnamed Yu, had the charge changed from fundraising fraud to illegally absorbing public deposits, with the sentence reduced from ten years to two years and six months. In a suspected fraud case, her non-guilt opinion at the investigation stage was accepted by the investigating authority, and her client, a person surnamed Chen, was released on bail pending further investigation. In a suspected rape case, her non-guilt defense at the investigation stage led the investigating authority to accept the defense and withdraw the case.

In civil and commercial dispute resolution and family and wealth succession, Liu Xiaoli has extensive experience in contract, tort, and real estate disputes, with a strong record of successful second-instance and retrial reversals. She represented a client in an unjust enrichment appeal in which the Guangzhou Intermediate People’s Court upheld the appeal in full, recovering nearly RMB 25 million for the client. She represented the family of a traffic accident victim in a retrial before the Guangdong Higher People’s Court, which resulted in the insurance company paying more than RMB 1.1 million in compensation. She also represented a client surnamed Gu in complex inheritance and matrimonial property division proceedings, obtaining a second-instance judgment that maximized the client’s interests. In enforcement and objection proceedings, she is skilled at devising end-to-end enforcement strategies and has repeatedly broken through enforcement deadlocks through objections and objection lawsuits, resolving long-standing enforcement difficulties for clients and achieving actual recovery.
