On September 28, 2025, in order to further exchange and discuss the legal issues related to the representation in customs-related tax cases, the Financial Accounting and Customs Committee of the Guangzhou Lawyers Association, in collaboration with Beijing Longan (Guangzhou) Law Firm, organized a special sharing event titled “Practical Matters of Representation and Defense in Customs-Related Tax Cases.” Lawyer Weng Yongbin, Deputy Director of the Financial Accounting and Customs Committee of the Guangzhou Lawyers Association, and Lawyer You Jingyun, Deputy Director, attended the event. The event was presented by Lawyer Chi Meng, a senior partner at Longan Guangzhou and a member of the Financial Accounting and Customs Law Committee of the Guangzhou Lawyers Association. Lawyer Ye Xiaolan, Secretary-General of the Financial Accounting and Customs Law Committee of the Guangzhou Lawyers Association, and Lawyer Huang Chao, a member of the committee, also participated in the discussion and sharing. Lawyer Huang Lin mentioned that it was a great honor to gather with fellow lawyers from Longan Guangzhou today to discuss legal matters related to customs taxes. Lawyer Chi Meng presented his sharing based on the theme of “Practical Matters of Representation and Defense in Customs-Related Tax Cases.” He first briefly introduced the main functions and powers of customs, the taxes and rates collected by customs, and the methods of customs tax collection. He also analyzed the new changes brought about by the Customs Law and the five key features of the “Sealed Customs” policy in Hainan that will take effect on December 18, 2025. Then, he discussed the three elements of customs taxation: commodity classification, origin rules, and pricing. After that, Lawyer Chi Meng briefly analyzed the general characteristics of smuggling crimes and the new trends in smuggling after the “Sealed Customs” policy in Hainan. Using several criminal cases, he shared the key points of defense in customs tax cases. Finally, Lawyer Chi Meng analyzed the ways to handle customs tax administrative cases in general trade, processing trade, travel inspection channels, and cross-border e-commerce channels. He also discussed the issue of the connection between criminal and administrative aspects in smuggling cases.

During the discussion and sharing session, Lawyer Ye Xiaolan, Secretary-General of the Financial Accounting and Customs Law Committee of the Guangzhou Lawyers Association, and Lawyer Huang Chao, a member of the committee, discussed in detail practical issues such as the defense concepts for criminal customs tax cases, the chain-like characteristics of smuggling, and the new trends in the “Sealed Customs” policy in Hainan.
This special event on “Practical Matters of Representation and Defense in Customs-Related Tax Cases” created a valuable platform for exchanging with industry experts through deep cooperation with the Guangzhou Lawyers Association’s committee.
