On September 13, 2024, Lawyer Luo Yunyu, a partner at Longan Guangzhou, was invited to give a lecture at Jinan University for the “Urban Planning, Construction and Organic Urban Renewal Training Course” organized by the Organization Department of the Jinjiang District Committee of the CPC Chengdu Municipal Party Committee. The topic of the lecture was “New Models and Processes for Urban Renewal Projects in Guangzhou and Their Legal Aspects”. Officials from the Jinjiang District Committee of Chengdu, the district government, local state-owned enterprises, housing and construction departments, planning departments, park and urban renewal departments, education department, and street offices participated in this training course.

Lawyer Luo first reviewed in detail the development history of urban renewal and “three old” transformation policies in Guangzhou. She also mentioned the new requirements set by the State Council and the municipal government regarding the new round of urban village transformation: “government leadership, legal expropriation, and clean land transfer”. She shared her experience in providing legal advisory services related to the “Guangzhou Urban Village Transformation Regulations”, “Dongguan Urban Village Transformation Regulations”, and “Guangzhou Old Villages, Old Factories, and Old Towns Transformation Implementation Measures” and related documents. Then, Lawyer Luo explained in detail the original “three old” transformation model and the new round of urban village transformation/state-owned enterprise coordinated land management model to the officials in Jinjiang District, Chengdu. She analyzed the similarities and differences between them and their impacts on various parties. Finally, Lawyer Luo discussed key legal issues such as “leftover households”, cooperation enterprises’ withdrawal and project transfers, government legal administration, and state-owned enterprise compliant transformation. She also provided suggestions for risk prevention in the new round of urban village transformation under government leadership.

It combined theory and practice, allowing participants to gain a deeper understanding of the old and new transformation models in Guangzhou and related legal policies. Lawyer Luo Yunyu is a partner at Longan (Guangzhou) Law Firm in Beijing, Deputy Director of the Real Estate Department, and member of the Legal Committee for Construction Projects and Real Estate in Guangdong Province. She graduated from China University of Political Science and Law and Renmin University of China. During her undergraduate studies, she studied at the Law School of Erasmus University in Rotterdam, the Netherlands. Lawyer Luo has worked in the court as a judge, having many years of public service experience. Later, she worked in legal compliance for urban renewal in a large foreign-funded real estate group. After starting her legal career, she worked in a real estate and urban renewal law firm, with extensive experience in urban renewal, real estate development, due diligence and investment and mergers and acquisitions, construction projects, property leasing and sales, corporate legal compliance, and foreign-related legal services. She has a solid legal theory foundation and rich practical experience.
Lawyer Luo has provided various legal services for governments, village collectives, property owners, local state-owned enterprises, central state-owned enterprises, developers, financial institutions, and preliminary service enterprises. She has participated in over 50 real estate/urban renewal projects in Guangzhou, Shenzhen, and Dongguan.
