To seize opportunities in globalization and address practical challenges faced by park enterprises in customs clearance, cross-border logistics, and cross-border fund flows, the third session of the Minkeyuan Overseas Exchange Seminar was successfully held. It was guided by the Guangzhou Federation of Industry and Commerce and co-organized by the Guangzhou Intellectual Property Protection Center, Guangzhou Labor and Personnel Dispute Arbitration Court, Guangzhou Private Enterprise Complaint Center, Baiyun District Federation of Industry and Commerce, and Guangzhou Private Science and Technology Park Management Committee. Attorney Wang Huixia, senior partner of Beijing Longan (Guangzhou) Law Firm and deputy director and secretary-general of the Longan ASEAN Legal Research Center, was invited to attend and deliver a special sharing.
The event began with a session by Ms. Fan Rong from the Customs Service Section of the Guangzhou Railway Station, who shared on “Interpretation of Customs AEO Policies.” She noted that against the backdrop of stricter international trade regulations and rising cross-border logistics costs in the post-pandemic era, AEO certification is no longer an optional bonus for enterprises but a core competitiveness for export-oriented companies to reduce customs clearance costs.
Drawing on her frontline experience, Ms. Fan systematically explained the AEO management system, including the entry thresholds for advanced certification and general certification enterprises. She detailed the certification criteria, covering internal controls, financial status, compliance, trade security, and annex standards, and analyzed common application pitfalls. This helped enterprises understand the key factors for AEO certification.
Subsequently, Attorney Wang Huixia delivered a practical sharing titled “Three Major Practices in Cross-Border Trade: Customs Declaration, Cross-Border Logistics, and Cross-Border Fund Flows.” She pointed out that global customs, foreign exchange, and tax regulations are tightening, increasing trade barriers, cross-border audits, and fund controls. These three core areas run through the entire overseas business process, serving as both compliance baselines and key support for enterprises to thrive in overseas markets.
Drawing on extensive foreign trade dispute cases, Attorney Wang systematically outlined common risks in customs declaration, red lines in cross-border fund supervision, and risk avoidance in international logistics contracts. She proposed actionable compliance suggestions: in customs declaration, establish a full-process documentation mechanism, set price anomaly alerts, and maintain proper record keeping; in cross-border logistics, strengthen due diligence on logistics providers and improve contract review; in cross-border fund flows, complete necessary filings in advance to ensure smooth collection channels and compliant cross-border payments.
After the sharing, the event moved into an interactive discussion, with representatives from participating enterprises raising questions on practical issues such as AEO certification staffing and ledger setup, high customs inspection rates, and risk prevention in cross-border logistics contracts. The experts addressed each question, providing detailed explanations, effectively clearing bottlenecks and solving practical difficulties.
Enterprise representatives expressed that the sharing precisely addressed common pain points in customs clearance and compliance faced by private enterprises going overseas, meeting their actual needs. The combined interpretation of policies by customs experts and professional lawyers clarified ambiguous compliance boundaries, helping enterprises reduce exploration costs and trial-and-error risks.
This seminar successfully built an efficient collaboration platform connecting government, enterprises, and professional institutions, facilitating services across policy, customs, and legal dimensions. Moving forward, under the coordination of the Guangzhou Federation of Industry and Commerce, all partners will continue to cooperate in providing regular enterprise-support services.
