On November 28, 2024, in order to better understand and grasp the latest policies regarding urban renewal in Guangzhou, the “Seminar on Guangzhou Urban Renewal Policies and Legal Practices in the Series of Events on Urban Renewal Business by the Real Estate Department of Longan Guangzhou Law Firm” was successfully held! Lawyer Luo Yunyu, a partner at Longan Guangzhou, the deputy head of the Real Estate Department, and a member of the Law Committee on Construction Engineering and Real Estate in Guangdong Province, gave a special presentation. Lawyer Luo Yunyu first explained related concepts and related concepts such as government expropriation, “three old” renovation, and urban renewal (such as shantytown renovation, comprehensive renovation, micro-renovation, comprehensive improvement, etc.), and shared information on government, enterprises, and other entities’ participation in public welfare expropriation/land reserve, shantytown renovation, “three old” renovation, and the new round of urban village renovation/coordinated land development. Then, she shared the historical development of Guangzhou’s urban renewal policies in six different stages: initial exploration stage, “three old” renovation stage, urban renewal development stage, accelerated urban renewal stage, strengthened control stage, and government-led new round of urban village renovation stage. She also analyzed the latest requirements for the “new round of urban village renovation” in combination with relevant policy documents, including maintaining government leadership, the “expropriation according to law, clean land transfer” model; establishing a complete “1+N+X” policy system for urban village renovation; improving the “command center + company” organizational structure; and promoting urban village renovation as an important channel for raising affordable housing.

Immediately afterwards, Lawyer Luo analyzed in detail the renovation logic of the original “three old” renovation model in Guangzhou. She mentioned that policies related to urban renewal may change during different historical periods. Regarding the new round of urban village renovation and coordinated land development, Lawyer Luo shared the concepts and similarities and differences between “coordinated land development” and “the new round of urban village renovation”, and specifically explained the content structure, key points, and work processes of the “Guangzhou Urban Village Renovation Regulations”. In addition, Lawyer Luo also compared and analyzed the old and new models of urban renewal and key legal issues, and shared the service needs of urban renewal legal products, such as full-process legal services, specialized legal services, investment and acquisition and due diligence, and dispute resolution. Finally, Lawyer Luo suggested that standardized, process-oriented knowledge management, task management, document templates, and frequent Q&A can be developed in line with project requirements.
